Keelung is 40 minutes by train to Taipei. Just buy your tickets at the window for the next arriving train, and if you don't happen to get a seat, it isn't a very long ride anyway. As long as you don't travel during rush hour, you should be able to get a seat.
Things to do in Keelung: Miaokou food stalls (walking distance from train station), Zhongzheng Park overlooking the harbor, take a taxi there b/c it's a bit of a climb) or Bisha Fishing Port for fresh seafood. Bisha is a 15~20-min. taxi ride from Keelung; not sure if it's easy to catch a cab back downtown, though. You could take a bus there from Keelung.
The public hot springs are about a 5~10-min. walk from MRT Xinbeitou. The road slopes slightly upward, but only very slightly----it isn't difficult to walk there
