Foreign ships, cruise or cargo, routinely dock in restricted areas for many reasons, including biosecurity and immigration reasons. So, it seems unreasonable that many major ports are unilaterally turning away, and not rendering humanitarian assistance, to cruise ships that have sick passengers. Admittedly, not all countries have unlimited resources, but rendering assistance for urgent cases, is surely a basic obligation.
