I didn't get any bid offer and I am the Transatlantic prior to your cruise.  Maybe they have not rolled it out for cruises that starts outside of the United States.

Yes, you can make bids on different categories, and they will let you know if you got the winning bid.  Good luck.

Does anyone know if they rolled out the program to other ships that was not on the initial list?

I am on the same TA cruise with you, and I am wondering the same thing.  

Yes, we got one paid and another at no cost for a Hawaii Cruise and Alaska Cruise this year.  I am hoping that they still allow at Passenger Services.  I am doing a Solo cruise next month and didn't want to pay 200% on the bid, I also have another cruise in November, and it looks like the ship current has around 60% occupancy.
