I would choose the Navigator for two reasons, there are several sea days and the NOS has the promenade and that is just one big plus, the other reason is when stopping in Rome you will actually be Civitavechia (sp) port and is rather a long bus ride into Rome so you will not have nearly enough time to see much of Rome, Just my opinion :)
