In the United States, drivers licenses expire, requiring a visit to a local Department of Motor Vehicle (DMV) office to renew the license.  So yes, they would be required to get a new license at 21.  

Hello.  I am a complete noob to cruising, going on my first cruise this December.  I have searched the forums but haven't found the answer to this question.  While onboard the cruise ship, do you or should you carry identification (Driver's license, passport, etc.) with you all the time?  Off ship, this is a no-brainer.
