Have done both multiple times, personally I think the food is better at Sanchos but I like the more laid back atmosphere at Nachi the past couple trips. They offer pretty much the same thing, Sanchos just holds a lot more people. You will be happy with either, if the water toys are of interest then go to Sanchos, if you want to eat a ton go to Sanchos (Nachi gives you plenty of food but it is not all you can eat). If you want a quieter beach break go to Nachi. Nachi does not allow topless sunbathing and we have seen it at Sanchos (not a lot by any means) so if that matters one way or another there you go.
I think the best advice is try one this trip, then try the other next trip.

When the ship is docked their cell tower will be off so once you are on land you will connect to the local towers. I randomly received a call in Honduras from a local number, I did not answer, it was odd though. We didn't have any issues in Cozumel or Honduras last summer with Sprint. Data was pretty slow, but a quick phone call shouldn't be a problem.

I have heard rumor that there is not Tea Time on sea days on the Breeze, is that true?

I have stayed at Inn at the Waterpark several times and have always been happy with it. It isn't the Ritz so don't expect anything special, but it was always fine for me.
The rate for Days Inn was cheaper for my next cruise in June so we are giving it a shot, but for you $30 is three-ish drinks on board, I would take the drinks...

How many pieces of luggage can you bring onto the boat? Is there a limit and weight?
They request that each person only bring 2 checked bags that are less than 50lbs, but you can bring as many as you want.

My parents were in that cabin in April, they didn't have any issues at all.

Yes you can do that, Carnival was enforcing staggered check in last June. It can be a long very hot wait if you get there to early.
