I love Paris and would have a hard time visiting for only 3 hours or from a bus, but...as others have said if it is your only opportunity why not? Have you googled Le Havre to Paris day trips? There are reviews on Trip Advisor from cruise ship passengers who have reserved private tour companies, had incredible day trips, and made it back to the ship with time to spare. You might also post on the roll call for your cruise and see if there are any other private tours planned that you can join. The problem with the HAL bus is that you waste a lot of time waiting for everyone to get on and off the bus.
