I have only been on a couple of cruises but I have collected watches for more than a decade. Here are some of my thoughts:
1) You won't find any deals on a cruise ship. The "discounts" available on the ships aren't any better than what you can find at a local jewelry store or online retailer.
2) "Duty free" is worthless. Buy at a local store and you won't have to pay duty anyway.
3) Sales tax is always charged by your home state. Buy from out of the country or from another state and you still claim the same purchase on your personal taxes.
4) Sometimes it is worth it to buy a watch on a ship or vacation just to have it connected to some memories. Nothing wrong with that.
No Sales Tax in Oregon... I wonder what else may not be accurate?
