Depends on the ship and time the ship reaches port.
For example, the Valor is scheduled to dock in San Juan at 7AM, giving them an earlier start to the turnover process, while the Pride (when it is in Baltimore, usually does not reach port until 8-9AM.
If the rooms are ready prior to 1:30 (or the standard designated time for that ship), the Cruise Director will make an announcement stating such.

You are correct. You can purchase soda/beverages on the island, but you can not use Bottomless Bubbles or Cheers! to cover those purchases. I believe it has to do with how the island is configured and the limited number of POS terminals and their locations. The waiters that service the beach area still have to manually hand-write receipts that do not get settled until they board and submit receipts to appropriate department for those charges to be posted to your on-board account.
It would be nice if CCL could invest in tablet like devices that could wirelessly link to the POS system on ship to determine eligibility of a particular program or to handle Sail & Sign transactions.

This was addressed in another thread yesterday. Excursions (and FTTF) for all 2014 sailings are already posted. According to Carnival, around late April/early May (my suggestion, start checking daily after 4/1), excursions (and FTTF) for 2015 sailings will be uploaded.

If you do have extra Cruise Cash left over just go to the Casino and buy table chips with your sail and sign and then cash them in.
3% transaction fee to purchase casino chips with your Sail and Sign card.
If you choose to go the Casino method, use the slot machines. No fee to use your Sail and Sign card.

Does Carnival's cruise cash, which is purchased on thier web site, actually save you anything or is it just money put twards your account?
No savings. It is just an option to allow one to "pre-pay" some of their on-board expenses. Some like this feature as they can purchase a little amount every week/month/paycheck and pay their expenses in advance versus coming home with a $1,000 charge to their credit card.
Keep in mind Cruise Cash is non-refundable. You will not receive a refund for what you do not spend. Because of this, I recommend putting away cash and applying that to your account once you board. That way, if you do not spend it all, you will get back what you do not use.

I'm long on CCL, but I am not buying anymore until it drops to $35, and then I am scooping up everything possible. Got to burn some of that cash sitting around I made from SAM.

Doesn't matter. I believe more than 50% of shares are held by Micky, CCL management, and fund managers that just rubber stamp whatever the board of directors recommends. I stopped voting years ago.

Not surprised. I am predicting a bunch of consumer discretionary based companies miss their targets this year as they over-estimated the amount of growth. People are spending more, but we are far from pre-2008 where people were lighting money on fire.

I am not trying to be a smart aleck here. If I earned 300 points last cruise, what am I considered to the cruise line?Average. You won't even show up on their radar for offering additional comps on that cruise, and probably not for future cruises.

When I called about our upcoming cruise, Michael told me that as soon as you lose $250 to them, you will get the drinks on us card for the rest of your cruise. It is only for you and only while in the casinoI think in this case you were given wrong information. Myself (and others I have gambled with) have lost a lot more than this and the casino manager and/or pit bosses have not even farted in my direction. I've lost $500 in craps in a couple hours one night and received nothing more than a "have a nice night".
