I'd imagine these are from a DSLR. Specifically, with a polarizing filter on the lens. The polarizing filter will cut through the usual haze we all see for a clearer shot, giving the sky a consistent deep blue and the water a clearer bright look. Up close on the water, instead of a glare/reflection the filter will let the shot "see through" the water and make that impressive look. Colors, in general, will pop more - you may not think of it but light reflects off you all the same.
A simple way to achieve this on the cheap with any camera... Throw your (non prescription) sunglasses in front of the camera and rotate it in a circle. You should see the colors change as you do it.
