I think that any bartender can do the upgrade for you.;)

We were on the Rotterdam in March and had the Explore4 package. We upgraded to the Elite package on our first day on board. We were actually offered the chance to upgrade by the bartender at the Lido bar. It was $10 per day extra to upgrade. It was worth it for us because we were able to get wines by the glass that we would not have been able to get if we had not upgraded.
