Quebec City - walkable from ship to Old city?

We will be meeting friends at the Quebec City port. Can the public drive in to the port area and if yes would it be reasonable to meet them at the Terminal Building? Are taxis readily available at the Terminal building and is it far to walk from the ship to the Old Port area/restaurants etc? Thanks for any assistance!

The terminal is right in the heart of the Old City, and indeed there is public parking right at the terminal. That said, you need to confirm where your friend's ship is docking - full schedule here: http://www.portquebec.ca/en/cruises/vessel-schedules/seasonal-schedule

 

If the ship is at Wharf 22 or 21, they're at the main terminal. If they're at Wharf 30, then they're docked behind the train station. If they're at Wharf 102-103, then they've unfortunately drawn the short straw, and are about 5 minutes down the road in a particularly industrial section of dock - not walkable to Old Québec, but still quite accessible by car.
