Tampa car rental return before cruise

Does anyone know if Avis offers pier drop off or if there is a location close to the pier. We are renting at the airport the day before and trying to figure out our car rental. Avis Tampa Airport location doesn't ever pick up their phone and it goes to the national line...which they are clueless.
