Is food all inclusive at all resturants EXCEPT Portofino and Johnny Rockets? In Searching, it looks like these 2 spots charge........Thanks!

You are correct. All food is free except the two places you mentioned.

I didn't realize Voyager had instituted a charge for JR? When did that start?

A surcharge for JR was implemented on two ships for a trial period. They claim it will result in better service because it will reduce the number of customers. I'm not sure what stage the pilot program is in, but I'm sure the surcharge will expand to all the Voyager class ships in the near future.
