I believe most stores open at 9am, 11am on Sundays. Street vendors start setting up when cruise ships are in port. I bet they will start setting up early morning and be ready by 9am also. Due to problems with our boat, we docked earlier - 6:30 am and left earlier - 10:30 - than scheduled. Nothing opens before 9 except McDonald's. We were going to rush off as soon as we could, glad we slept in. We got to the fort at 8:45 and waited til 9:00. I don't remember seeing that many street vendors at all in San Juan.
