Taxes and Fees decrease - should I care?

TA says "Carnival won't reprice the taxes without repricing the entire cruise rate so we have to leave it where it is."

 

So maybe I'll get OBC and maybe I won't. Guess I'll just remove some of the auto tips to make up for it if it doesn't show up. ;)
