getting on the bow of Carnival Dream or Valor

If you're talking about the very very front the official answer is no. Though there is only a chain across the stairway that goes down there. The bridge will send security to escort you back up to deck 6.

 

There are doors at the front of the passage way on decks 6, 7 and 8 that will take you as far forward as passengers are allowed. There are a few benchs to sit on but you really can't see over the bulkhead when seated.

 

I like to go out there as we are pulling into port or during sailaway.

Carnival now has the "Behind the Fun Tour". I took it last March on the Fantasy and we did go up to the bow "area". We were not allowed to go directly to the bow, about 20 back only. Safety concerns on the part of the ship. I would suppose their lawyers have advised against it.
