i got the waterproof camera and i have a neck strap...

but i dont want to wrap it on my wrist when swimming, i want my hands free...

so...does anyone here have an idea?

should i use a fanny pack and just put it in there?

i've found tons of neoprene camera bags but how do i attach it to my waist?

Get a floatation wrist strap, they are specifically designed for this. It is a nylon covered foam "bracelet", specifically made for underwater cameras, and yes, it works. It had no problem taking my Olympus Stylus Tough up. When I wasn't taking pictures, I just let the camera dangle, though that was pretty infrequent. I bought mine at Best Buy, when I bought the camera, but I have seen them elsewhere as well.

Alternately, get a swim suit with a zipper or velcro close hip or cargo pocket.

I am a diver and if you look in the diving supply area of your local sporting goods store (or on-line)...you will find a lot of dive clips...they are designed to hook something on to your BCD (for diving)...but you can use them to snokel....if you are going to wear a life vest...it will clip right on. Also some have a retractable cord.....which is what I put my dive camera on. My camera hangs down...and I pull the camera up (with retractable cord)...when you let camera down it pulls back in. If your not wearing a life vest....find a cheap plastic belt or clip it to your bathing suit somehow...I am sure you can figure something out. These clips are perfect for underwater camera and keeps that camera off your wrist. Hope this helps!
