Can an online t/a have rooms for sale that NCL does not have? The online retailer has full avail but NCL shows no avail for some cabins.

Yes they can...If they have group space pulled, and the 120 recall date has not expired, then it is possible.

It is within 30 days of sailing.

 

Other than that, if i don't get onboard, anyone have any good ideas for T-week in the Northeast corridor region?

They also could have bought cabins, upfront, called commit space and the travel agent ownes the cabins, regardless if they sail with bodies in beds or empty...
