You get a better rate using an ATM to access your account and get some cash than you would at a bank. Lots of places will take US $ but screw you on the exchange. Your bank can let you know what fees they charge for this. There is also a currency exchange at the Peace Arch border crossing inside the tourist information booth. It's on your right just as you enter Canada. I think you can also exchange money at any duty free store ?? Keep in mind that most places take credit cards and us currency.
