I did it, I normally rented for USD50 a small boat without fishing equipment in Portobelo, they gave me local price but I do not the prices for turists, may be is the same or more and you will need to negociate the final price.

Always I go early in the morning (between 5am to 8am) because after 8am I thinking is more difficult to catch fishes because the fishes go to the bottom of the sea to avoid the warm water surface for the heat of the sun and the solar reflection.

 

Also I did fishing in Lago alajuela, I rented a indian canoes for USD35 (5 hours) and same that Portobelo they have not modern fishing equipment, they only use a reel with a little rustic hook and wild shiners.
