Whale Watching at the end of March?

We will be in Cabo on March 24/25. Do you think it's too late in the whale watching season to spend money on a tour? I would love to take my girls, 4 and 6, they would be thrilled to see them. But, I don't want to spend the money, or get their hopes up, if it would be a bust.

 

Also, I am looking at both the Pez Gato and the EcoToo tours, because of timing. I see there are some folks going in the next few weeks on EcoToo, I would love to see their reviews. I wonder if the Zodiac would be too rough for little ones?
