is it better to wait until they have a florida resident on cruise or book in on the ship they just release a 7 days cruise on the magic for $85 a night or for a outside room 140 that was for the april 9 date that come to 1385 for a insde room for 2 people not bad

If I'm reading that right, it's best to book now, and if a resident rate comes available later, cancel the original booking and book a new one under the FL Resident rate.

book the FL resident if you are able to...that is the only way we go (after paying full fare for our first one)

It totally depends on how quickly a particular cruise sells. If it's getting somewhat close to the departure date - 60 days or so - and they still have quite a few staterooms unsold, they'll start offering special rates in an effort to fill the ship up. If the cruise is almost full a week or two before departure, they may offer some "last minute" rates to FL residents or Cast Members.
