Have friends who are interested in cruising MS Zaandam but have a daughter 16 years old. In this instant if adult will it be over 18 or 21? Perhaps what you or your friends heard was that a cabin must be occupied by an adult. The 16-year-old can't be booked into her own cabin. If the parents really want her to have her own cabin, they could book one parent into one cabin and the other parent and the girl into a second cabin, then switch once they're on board.
