Your post does not say if you plan to rent for a cruise or your are doing a fly/land tour only of these islands?

If you are flying to each island and are wanting to rent a scooter seperately for each island you problably need to google each destination to see if there is a rental company for each location. I'm guessing that CareVacations and Special Needs at Seas does not service all Islands but rather just the main ports that cruise ships embark/disembark which would most likely be Oahu. You can also contact the hotel concierge at each destination as they may be able to assist you,
