Cunard Excursions with Children under 3

We're sailing with Cunard this Fall and all of their excursions have a minimum age requirement of 3 though when I called Cunard to inquire about this they said each tour has different requirements so our under 3 year old 'might' be able to go on some of the excursions but we won't know until we get on the ship and speak to the Tour desk.

 

We have decided to to book private tours to avoid this and to get better bang for our money. However, for 2 of our ports (Dikili and Volos), I can't find private tours and would consider paying the higher cruise excursion fee but again will not know if we can book my younger one until we board.

 

Has anyone who sailed with Cunard with infants been able to book an excursion once they boarded the ship? I would hate to miss out on 2 ports/sites: Pergamum in Dikili and Meteora Monasteries in Volos.
