We have sailed 12 times with celebrity and always requested a table for 2 on the Upper level on the dining room and given a table number for second sitting Fixed dining.I have just heard that you can only go on the upper level if you are Select dining.Has anyone experience of this? we don't like sitting downstairs.

Only half of the upper level is Select Dining, so rest assured that can still have your table if you are booked on a Solstice-class ship. I'm not sure, though, if the renovated M-class ships have put "Blu", the restaurant reserved for AQ, in that space.
