Pavlovsk vs Peterhof

We are planning our shore excursions to our trip to St. Petersburg. As we have already done extensive touring within the city on another trip, we are considering visiting the palaces outside the city. Catherine's Palace is on both tours offered. Comments would be welcome regarding whether we should take the tour that also goes to Pavlovsk or to Peterhof. Thanks!
