Question about shopping and beach

We will be in St. Thomas at the end of July on RCCL Freedom. We arrive at 11 and leave at 7. We are very interested in doing the Sapphire Beach and Island tour that leaves at 1 and gets back at 4:30. Will we have enough time to do any shopping before the tour starts? How far are we from the dock to the shopping area (downtown?)? We also want to do the Sky Ride but I am worried that there will not be enough time to do everything, especially since we have early seating for dinner. Although, I am thinking we might do something else for dinner that night so we are not rushed.
