Helipad on M class

Is there any way to access the helipad on the M class ships? It looks like a nice vantage point, but on our last cruise on Millennium, we were not able to get there. Or at least we didn't know HOW to get there.

You can't get out there unless the Captain says ok, as he did on the trans-canal cruise, he let people out there while we transited the canal. Lorelle
