Usually yes. We did just that- had a cove, the prices dropped and decided to try upstairs. No money needed although the coves dropped further and we did not get that OBC. Many people did just what you are proposing on our upcoming cruise- more than a dozen groups changed all over the place- some more than once. So go for it.
