Just having a little fun, geez. Didn't you notice my tongue-in-cheek smiley? I would have said the same thing had it been HAL, Cunard, NCL, or yes, Celebrity. I was referring to the fact that Carnival is (improperly) referencing the Jones Act, which covers cargo, not passengers, which falls under the jurisdiction of the PVSA. You'd think a big time operation like Carnival would know the difference. See, there's sort of the implication that maybe they actually have confused passengers with cattle, or maybe they actually think of them as cattle, or...

 

Oh, never mind. If I've got to explain the joke, it's not worth it.

Actually the Jones Act applies to cabotage which can be cargo or passengers.

PVSA is still the applicable legislation, I believe. Compare PVSA to Jones Act on Wikipedia-- not always the most reliable source, I know, but should be sufficient for this purpose. IOW, if the cruise line gets fined, it's because they violated PVSA, not Jones.

 

Interesting that the Jones act does at least refer to passengers, though. Thanks for passing that along!
