I was wondering if there are 5c rooms that look down to the water and not other rooms or life boats?

5C is on deck 7 and lifeboats are on deck 4. Deck 5 juts out a bit, decks 6-10 are pretty much vertical above it. If you look straight down, you'll see the deck 5 verandahs. It sounds to me like you probably want a 4E.
