I have never paid attention to this before... but is it better (price wise) to book a spa service ahead of time or wait till you are on the ship? I want to get one of the men's facial and shaving packages for my DH as our anniversary is the first sea day... but didn't know if they usually offered specials onboard or not

They will on port days. It's still overpriced IMO. Convenient though.

On the Dream, different spa specials were offered on each day at port (none on sea days). For what it's worth, the only specifically 'men's' special offered to us was a "Ladies & Gents Night" package that included a facial--nothing with a shave, although most daily specials included massages.
