Bank holiday, France, November 1?

Our ship (Windstar Windsurf) will be docking in Monte Carlo on Thursday, November 1 at 8 a.m. and will remain there until 6 the next morning. As this is the longest time that we will have in any port, we were thinking that it would be a good day to rent a car and drive along the coast and visit other areas (Eze, Saint Paul De Vence, Nice). I attempted to book a rental car online through Europcar and received an error message that their offices are closed on November 1 due to a bank holiday (All Saints Day). However, I was able to book a car through the Avis website.

 

Does anyone know the likelihood that the Avis rental center will actually be open that day? Also, will most other stores/restaurants/museums also close for the bank holiday?
