Noumea has a great Hop on, Hop off (HoHo) bus, right there where you dock (or get dropped off). No benefit in taking the car seat. I don't recall the height/weight requirements but know we purchased ours when my child was 4. It is relatively heavy but folds relatively flat in a large backpack. I like to have ours along just in case we need to grab a cab. If you child is too small, it is something to consider for future travel as it is so much more portable than a regular car seat.
