Probably all the rooms that were left lately went to Fla discount passengers. Some people also took guaranteed rooms. Is it possible that a guarantee rate could be given a 1 bedroom suite? Then while time is left, they offer the sale of an upgrade to the next level down (concierge state room level). If any of the suites are still available then they will upgrade without charge to the full paying passengers at the next level down (concierge state room level). As they move people up, they will continue to attempt to sell the upgrades/offer the upgrades which generates revenue and allows the less expensive rooms to open up at a price point which will sell. If you are interested in an upgrade, check in first. Then tell your check in person to direct you to the supervisor's desk for a possible upgrade. The supervisor will have a chart that tells him your upgrade cost, which is based upon the cabin category you booked.
