Figure an hour to clear and disembark non-U.S. citizens. And, at least another hour for the remaining passengers. My guess would be 10:30 at the earliest. I've read many reviews of people just off the Dawn and they all say that they've been able to board at various times. If you want to be one of the first, get there early, early, early.
