Cozumel horse buggy tour of the city

on carnival magic Feb 17-24, 2013, cozumel day friday the 22nd, no excursion planned, did some shopping, and saw the horse buggy rides so asked how much, $45/person, tour of the city, 1 1/2 hr. said no so he kept coming down on price, $35 for both so we took it, I dont speak spanish so dont know what he told any of the others that where standing there, got downtown 30 min latter, he got down told us tour was over, i was in shock and said how far back to our boat and he said about 2 1/2 miles, I already had decided to pay him $40 so i paid him, how stupid was that, (no response necessary on my stupidity) i have rationalized it was for the horse. Didnt know who to complain too by the time we walked back they where not there because it was time for most to be getting back on their boats. and i know they are not all like this, but this was our experience.
