where does Oceania usually dock in Bilbao?

I believe the name of the Port of Bilbao is Santurtzi, about a 25-30min drive to downtown. When we were there this past Sept. there was a free shuttle bus which took us to the city center. It dropped us off a few blocks from the Guggeheim Museum. Infront of the museum is a Tourist Centre where you can pick up maps, pamplets and useful info. The HoHo bus starts from there.

If I remember correctly the bus tour was about 2hrs long, we enjoyed the tour.

There is also a walking tour offered by 'Global Greeters' which is free of charge & the guide is a resident of the city, you can find them online.

The ship actually docks in Getxo which is lovely in and of itself. The shuttle bus drops you off a few blocks from the Guggenheinm Museum. You are within walking distance of the bus station if you wish to travel further afield to San Sebastian.
