Limited number of hair dryers are available to borrow from the cabin steward or guest services. First come, first served. Many passengers don't want to take a chance and bring their own. Sometimes a borrowed hair dryer is not collected at the end of a cruise so occasionally one might be left in the cabin for the next passenger. I think that is more the case of a cabin steward error. If you don't feel like taking a chance on a hairdryer being available, from almost any store, you can pick up one of the 'mini' hairdryers that will work like a charm when traveling - they take up limited space and are very light.
