Baltimore Park & Cruise but Without Car

I've seen several hotels listed that have both an airport shuttle & cruise shuttle. Do you have to use the park & cruise rate in order to use only the cruise portion?

I've called all the hotels that offer this service and have not been given the same answer twice for the same hotel.

I guess you could book the park and cruise rate and when you check in and they want the make/model/license plate number of your car you can tell them you don't have one. Don't know if they would change your rate or not at that point.

I was able to stay at the Glenn Bernie Hampton at their normal rate. After I talked to the manager he said the shuttle is complimentary and the park and cruise rate is mostly for the parking.
