Shortly after paying the final payment, can you switch to another cruise?

Regardless of rate booked, you are within penalty phase. So the earlier you change it the less you lose. I would suggest calling Carnival just to look into it without committing.

You can switch. But if you are right after final, you will be charged a $$$ penalty equal to the amount of the standard (not reduced) per person deposit of the cruise you are cancelling.

Only if they have done something that makes a change in the cruise such as change of ports.

You may be changing your cruise, but to Carnival you are canceling one cruise and booking a new one.
