Is the VISA OBC refundable?

I know that some Onboard Ship Credits are refundable if not used and others are not. Does anyone know the refundability of OBC that comes from Bank of America from using the Celebrity credit card?

FYI:

If you cash in more than 15,000 points, they will do it in 2 different credits, take your conformation email, both of ours did not show on our account last cruise. The CC hostess had to get it fixed, guest relations had no clue.

yes it is refunded as we had some left over not very much but received cash back from ship.:D
