According to the RCI website, you can make name changes up until 24 hours prior to departure.

I wanted to put another person on this reservation and not a name change. Just spoke to Royal Caribbean and they told me that they already sent out the manifest. so it's not possible.

It doesn't matter whether you are changing or adding a name. You have up until 24 hours prior to departure.
