Cave tubing or snorkeling in Belize--

We have been planning on snorkeling in Belize but now I am not sure about it. We went to Goff Caye our first time in Belize and don't care to go back there. Last time we snorkeled, we booked with a private company and went to Shark Ray Alley and Caye Caulker and loved the snorkeling with sharks and rays but recent reviews of the company have not been that good. I emailed another company but they need 30 people to go to Shark Ray Alley and no one has signed up yet during our cruise. After looking online today, I have read great reviews of Cave tubing booking through Eco Tours. I have always thought cave tubing would not be very exciting and seeing the beautiful blue water snorkeling would be better. I am still hoping people will sign up with Eco tour for the shark ray alley snorkeling but just in case they don't, I need suggestions about another company going there or if I should switch to Cave tubing.
