Nothing ever gets discounted on board. :p There may be a 'sale' at the gift shop, and spa services are 'discounted' on port days, but they rarely mark down shore excursions, even if they're not full.

 

On one hand, the cruise lines have contracts with some tour providers that guarantee a minimum number of guests, to get the best possible bulk discount. If it rains, the ship doesn't make port, etc. then the tour operator still gets some compensation.

 

In return, some of the venues become exclusive for the cruise passengers that day -- they won't send a team of sales guys to the pier to vie for your attention. For example, to zip line in San Juan, you have to book through the cruise line or one of the local hotels... there are no deals to be made on the pier.

 

On the other hand, not every tour or port is locked up like this -- you should check Trip Advisor, or scan these port-specific boards, etc. to find the website or contact information to book the tour directly from the operator. We always look for that option, and never fail to save money.

 

I just don't believe you'll find any discount on board.
