Each passenger can bring up to 12 non alcoholic drinks (cans or bottles up to 20oz each) in their carry on. So if there are 2 passengers in the cabin, then 1 - 24 pack of water is correct. Going thru security and I over hear them talking about new ways to check for smuggling. My Cooler is on the belt starts to get checked, same security who was just talking about new smuggling...... Have they got more restrictive it has been a few years since last time I cruised.
