I will be there the same day via cruise ship. I had the same question, so asked on tripadvisor forum. Got a reply from Lucia who lives in Montevideo see below;

 

Usually, all public buildings are closed. But malls and such are open. Restaurants might have little to no space, since we all book in advance for those dates. Palacio Legislativo will def be closed, but I believe Teatro Solis will be open. There's been a couple of shows these past years, so I'd say it's open..

Think we are on same cruise. I hadn't realized that - thanks for pointing it out.

Until yesterday we were booked on Singapore to Dubai so have to get my thoughts realigned.
