Early Saver Question

We have booked early saver before but I have not run into this situation so any insight would be helpful. I did a mock booking this morning for my parents room (a 4E cabin on the Empress deck). Price for this room is $1198 under the Kick Up your Vacation Sale. The Empress deck adds another $70 to the price for a total of $1268. This is $40 more than my parents paid for their room. HOWEVER, the taxes, fees and port expenses are $168 which is half of what my parents paid. I know they will not give OBC since the price of the room is more than what they paid but how can the taxes and fees be that different? We always get a few dollars OBC due to a decrease in taxes and port fees when we board but $168 is a big difference. Any ideas why?
